    Senior Manager, Learning & Development and Organizational Effectiveness 


    Role Purpose:
    We are seeking a senior, bilingual leader to build and scale Learning & Development (L&D) and Organizational Effectiveness (OE) across our North America operations, based in Ciudad Juárez, Mexico.
    This role is responsible for developing people, leaders, and organizations—from frontline manufacturing teams to senior leadership—by establishing strong training roadmaps and operations, leadership development pathways, and effective ways of working across Mexico and the United States.
    This is a hands-on builder role with regional scope, partnering closely with Operations, Quality, Engineering, and HR to support rapid manufacturing ramp-up, leadership growth, and sustainable organizational performance.

    Key Responsibilities

    • Establish and deploy Direct Labor (DL) training systems, including skill certification frameworks, competency matrices, and frontline leadership development.
    • Replicate and localize proven best practices from Mexico and Taiwan manufacturing sites.
    • Partner with Operations, Engineering, Quality, and Manufacturing Excellence to ensure training supports production readiness and compliance.
    Manufacturing Learning & Development (DL Focus)
    • Design and govern Direct learning architecture.
    • Ensure training matrix compliance and audit readiness.
    • Embed continuous improvement and change-readiness behaviors into technical training.
    • Build a regional IDL development roadmap.
    • Design and deliver leadership development programs for supervisors, managers, and senior leaders.
    • Facilitate workshops and team interventions.
    • Serve as a regional OE partner to site leadership teams.
    • Diagnose organizational challenges and design targeted interventions.
    • Embed company values into daily routines and leadership behaviors.
    • Bridge Global HR (HQ) and North America operations.
    • Align regional initiatives with global frameworks while localizing execution.

    Qualifications & Experience:

    • 12+ years of solid experience in Learning & Development, Manufacturing Training, or Organizational Effectiveness.
    • Proven experience building and leading training teams.
    • Strong DL and IDL training development experience.
    • Bilingual English & Spanish.
    • Bachelor’s degree in Social sciences, Human Resources or related fields.
    • Ability to travel within North America.
    Preferred:
    • Experience in semiconductor, electronics, automotive, or high-tech manufacturing. 
    • Regional or multi-site leadership experience.
